When English Learners do not close achievement/ language gaps after well-designed, research-based Tier 2 and 3 interventions, it may be time for a special education referral.
Resolution or Referral: If the intervention is effective, English Learner is may continue the intervention rather than being referred. If it is not effective, the student is referred for a culturally responsive evaluation process.
Culturally Responsive Evaluations: Create a plan where language and culture needs of the student are considered, as well as academic needs.
